What's the minimum age for a California permit?
You can apply for a California provisional instruction permit at 15 years and 6 months. You must complete a driver education course and a basic driver training course before applying.
How much does the California permit application cost?
For applicants under 18, the application fee is $41. This covers the permit, the knowledge test (and up to 2 retakes within 12 months), and your eventual provisional license. Source: dmv.ca.gov DL fees.
Can I retake the California permit test if I fail?
Yes. California allows up to 3 attempts on the knowledge test within a 12-month application period. You'll need to wait at least 7 days between attempts. If you fail all 3 attempts, you must reapply and pay the application fee again.

If you're under 17 and a half, yes - California requires completion of a driver education course (DMV-approved) before you can take the knowledge test. Drivers 17.5 and older do not need driver ed for the permit, but still need it before the road test if under 18.
